Maryland Clears Way for New Map as Missouri Voters Reject GOP Redistricting
Two ballot results on congressional maps went against the mid-decade redistricting push started by President Trump.

Voters in two states delivered results on congressional maps Tuesday that cut against President Donald Trump’s push for mid-decade redistricting, according to the Associated Press and NBC News.
Maryland
Maryland voters approved Question 3, a constitutional amendment that allows the Democratic-led legislature to redraw the state’s congressional map before the 2028 election, NBC News projected. Partial results showed it passing with about 60 percent of the vote.
The amendment exempts congressional districts from state constitutional language requiring districts to be compact and to respect natural and local boundaries. In 2022, a state judge struck down a Democratic map that would have broken up Maryland’s only Republican-held House district.
Gov. Wes Moore, seen as a possible 2028 presidential contender, pushed for the measure. Supporters framed it as a response to what they called a Republican power grab, while Republicans argued it would take away voters’ right to fair districts, NBC News reported.
Missouri
In Missouri, voters rejected Proposition A, blocking a Republican-backed congressional map and leaving the state’s existing 2022 map in place, according to the Associated Press and the Jefferson City News Tribune. Partial results showed about 62 percent voting no.
The AP described the two outcomes as a “double dose of disapproval” for Trump’s redistricting efforts.
The bigger fight
States usually redraw congressional lines once a decade, after the census. But Trump urged Republican-led states to draw new maps before the 2026 elections to protect the party’s narrow House majority, setting off a wave of mid-decade redistricting.
Several states enacted new maps in response, and Democratic-led states answered with maps of their own. The new lines did not prevent Republicans from losing the House on Tuesday.
Next steps
The Maryland vote means the redistricting battle will continue into the 2028 cycle. Lawmakers there are expected to take up a new map, which could target the state’s lone Republican seat. Legal challenges remain possible in both states.
