Voters Back Abortion Rights in Nevada and Virginia; Missouri Ban Fails
Nevada and Virginia enshrined abortion rights; Missouri rejected a repeal; Idaho kept its ban after defeating an expansion measure.

Voters in Nevada and Virginia approved constitutional amendments protecting abortion access in Tuesday’s midterms, while Missouri rejected a repeal of its existing reproductive-freedom right and Idaho defeated a measure that would have expanded access, according to The Guardian, Ballotpedia and KFF Health News.
Nevada Question 6 and Virginia Question 1
Nevada Question 6 establishes a fundamental right to abortion until fetal viability and afterward when needed to protect the pregnant patient’s life or health. The Associated Press called the race when the measure led 62.3% to 37.7% with 86% of Nevada ballots counted, The Guardian reported. The vote was Nevada’s second required approval for the amendment to take effect.
Virginia Question 1 creates a fundamental right to reproductive freedom, covering abortion in the first two trimesters and allowing third-trimester regulation while preserving care when needed to protect the woman’s life or health. The Guardian said the amendment also covers contraception and fertility care. Ballotpedia lists both measures as approved.
Missouri Amendment 3 defeated
Missouri voters rejected Amendment 3, which the Republican-led legislature placed on the ballot to repeal the constitutional right to reproductive freedom voters approved in 2024, restrict most abortions, and bar certain gender-transition treatments for minors. The Guardian reported the measure failed 55% to 45%. Proposed exceptions for rape and incest would have applied through 12 weeks of gestation, Ballotpedia said.
KFF Health News reported that abortion was the stronger motivator for “no” voters in a NORC survey with KFF questions: 59% of residents who voted against the measure said abortion policy mattered more than transgender care for minors, and 33% weighted both equally.
Idaho Proposition 1 rejected
Idaho voters defeated Proposition 1, which would have created a statutory right to private reproductive health-care decisions, including abortion until fetal viability. Ballotpedia and KFF Health News said the defeat leaves Idaho’s near-total abortion restrictions, in place since 2022 after the Supreme Court overturned Roe v. Wade, unchanged.
Tuesday’s four statewide abortion measures follow a record 11 such measures in 2024. Ballotpedia said voters decided 65 abortion-related statewide measures from 1970 through 2025.
