AP Calls Richard Pan Winner Over Kevin Kiley in California’s 6th
AP projected Democrat Richard Pan the winner Tuesday night in California's redrawn 6th over Independent Rep. Kevin Kiley, who had already conceded.

Democrat and former state Sen. Richard Pan will represent California’s redrawn 6th Congressional District after the Associated Press projected him the winner Tuesday night over Independent Rep. Kevin Kiley, according to The Abridged and Elk Grove News. Kiley had called Pan to concede about two hours before the AP call, The Abridged reported.
Elk Grove News said Fox News also called the race for Pan. With later ballots still arriving, Elk Grove News cited tallies of 83,743 votes (57.4%) for Pan and 62,115 (42.6%) for Kiley. ABC10, citing Ballotpedia figures updated Wednesday, listed Pan at 81,117 votes (58.3%) and Kiley at 57,967 (41.7%).
Prop. 50 map and who ran
The district covers parts of Sacramento, Placer and Yolo counties under maps redrawn after voters approved Proposition 50, The Abridged reported. Kiley, first elected in 2022 as a Republican from the neighboring 3rd District, switched to Independent after the remap and sought the new 6th seat. Pan, a pediatrician and former Assembly member and state senator, finished just behind Kiley in the top-two primary.
Concession and transition
At his Roseville watch party, Kiley told supporters the year’s headwinds were too strong to overcome, The Abridged reported, and he pledged a smooth transition. Pan thanked volunteers and said he was ready to represent the district in Congress, according to statements carried by Elk Grove News.
Developing: California counties are still counting remaining ballots, so the published vote totals continue to shift even after the AP call.
